Why This Matters
AB 2540 builds on the 2019 law that already requires University of California and California State University student health centers to offer medication (chemical) abortion. This bill extends that mandate to California Community Colleges: campuses with student health centers would be required to offer or facilitate access to abortion pills, along with mandated promotion and awareness campaigns, phased in starting in 2029 contingent on state funding.
Community college campuses should be places where young people — many still teenagers — receive real support, not a taxpayer-funded push toward chemical abortion. AB 2540 turns student health centers into promotional arms for the abortion industry while offering nothing comparable for students who want to carry their pregnancies to term. Parents who send their sons and daughters to a California community college deserve to know campus health services will support life, not quietly steer students away from it. This bill puts ideology ahead of the wellbeing of young women at one of the most vulnerable moments of their lives.
